The University of Fribourg, Switzerland cooperates with Universidad de las Fuerzas Armadas (ESPE), Universidad de Las Américas (UDLA), Universidad Técnica de Ambato (UTA), Facultad Latinoamericana de Ciencias Sociales, Ecuador (FLACSO), Secretariat of Higher Education, Science, Technology and Innovation of Ecuador (SENESCYT), and Instituto de Altos Estudios Nacionales (IAEN), to organize these series of International Conferences on eDemocracy & eGovernment (ICEDEG). The Proceedings of ICEDEG 2016 are published in English and contain the research papers, case studies, poster papers, keynote addresses, and tutorials, presented during the conference. They cover technical and non-technical aspects of eSociety, eGovernance, eParticipation, eDemocracy, eGovernment, and eHealth. The main objective is to discuss the regions’ transition to an information and knowledge society that will accelerate and enhance regional economic, social, cultural and technological development and exchange. The conference took place on March 30 to April 1, 2016 at Universidad de las Fuerzas Armadas (ESPE), Sangolquí, Ecuador.
